The real problem is the knob.  I can do as you guys suggested, but the hole 
for the set screw is just a hole in the plastic.  The capacitor started 
binding which caused the knob to rotate on the shaft.

Turns out the hole had enlarged after someone over tightened and stripped 
the threads.  That someone was not me, but I have the problem.

This is an excellent tuner and I want to try to keep it looking like it was 
when new, if possible.

If necessary, I can glue the knob on the existing shaft, which may be the 
solution.
