Well, it seems that there was some kind of coagulated gunk under that tensioning plate. A good dousing with degreaser blasted it out and no more slippage. Even though the plate seemed to move freely and provide enough tension, as you turned the dial slowly and the plate moved in and out the tiny bit that it does, it would stick on something. This particular receiver had been gone through by someone before, but only half heartedly. All the .01uf wax caps were still in the rig, and every one was leaking to a level it the would indicated on an ohm meter on a high range. The six in the turret were bad also, and the caps that were replaced, every one was the wrong value, being low in all cases my a minimum of 60%. Anyway, this one is up and running and even has a .25uv MDS at 52Mhz. and 10:1 AM sens of 1.25 uv at 52 also. I find these to be a very easy RX to work on electronically, mechanically, not so much, and by the time you are done moving this thing around, turning it over and back on the bench, you end up looking like Charles Atlas. One down, two to go.
