I was just looking at the FCC ULS page and saw a notice I hadn’t seen before. 
That led me to look at the referenced FCC document 20-126 

In a nut shell…

1.  All amateur applications must be be submitted electronically (online) or through a VEC.  No more mail-in applications.
2.  Applicants must provide a valid e-mail address.
3.  The FCC will not mail paper copies (aka Official Copy) of licenses.

The R&O was released on 17 September 2020

It becomes effective 6 months after the R&O is posted in the Federal Register.  

I could not find it in the Federal Register so I’m not sure exactly when it will become effective. You can Google the subject line ronget the PDF.
