I am not sure how to see a copy of this latest Proposal by the ARRL, but looking at the 2013 proposal pdf that was posted, it seems clear to me that the ARRL is seeking a change that will affect only data transmission modes in the HF frequencies. Paragraph 13, line 23, States clearly that the proposal would not affect either digital or analog phone modes and only affect data modes in sections of the band set aside for RTTY and other digital data modes. I am not familiar with the data transmission modes, but I thought that they used less than the 2.8kHz asked for in this proposal. If I read this correctly, it will eliminate any need to try to choose a classification mode for any of these digital modes and allow free development of any new protocols as long as they meet the 2.8kHz criteria.
Since AM must be seen as an analog mode transmission, even if it is synthesized by pwm modulators and transmitted on transmitter amplifiers in class E or class D, instead of being made to function as heaven intended using class B modulator tubes, the final product is clearly analog and therefore excluded from this proposal.
If there is more here, I am willing to hate this as much as the next Old Timer who loathes anybody interfering with  his Ham Transmissions, but unless the latest version is different from the 2013 version, my blood pressure hovers in a safe and tranquil region. 
I am, however eager to be instructed in this matter because I normally focus on things that involve transmitter iron and large triodes and tetrodes. Please inform me.
