[AMRadio] ARLB020 ARRL Renews Request for FCC to Replace Symbol Rate with Bandwidth Limit

It only applies to the data transmissions for now, but once a precedent 
for any type of "regulation by bandwidth" is made, that opens the door 
to the other modes.
