Nick, thanks for that information.  Perhaps the military and the govt. used the lettering for panel ID.  I find this interesting, quoting Wikipedia: 

 "The EIA standard was revised again in 1992 to comply with the 1988 public law 100-418, setting the standard U as 15.9 mm (0.626 in) + 15.9 mm (0.626 in) + 12.7 mm (0.500 in), making each "U" 44.50 millimetres (1.752 in)."

Guessing like standardizing a unit of frequency in cycles per second when we switched from the apparently arbitrary to most 'Megacycle' which could reference a time interval other than one second, to 'Megahertz', capitulating to Mr. Hertz, we now have also found it necessary to use another German reference the 'U' and make a public law from it.  Amazing how we got anything accomplished before that.
