Both TX's used four 211's, one for osc, another for PA, and two for modulation.  Primary difference between he two, one was 12VDC the other 28VDC for filaments, and the 191 had an additional set of connections on the bottom that mirrored the ones on the side for different mount arrangement, like in a jeep.  Later versions of the 191 appeared with 28 volt filament wiring.  Finding new tubes is out of the question, just take a look at prices on ebay and online tube sellers,  makes you want to come up with a plug in FET module for them, like the Tubesters of years ago, just really bigger.
