You can see a pattern like that when for example the final is driven
by RF that's 1/2 the output frequency and doubling is done in the
final PA.  For example an 80 m. PA is driven by a 160 m. signal.  But
everything looks okay once the RF gets to the antenna through some
sort of matching network.
