With AMC, you reduce carrier power in the same time you increase 
modulation percentage,thus you reduce also PEP. This is done in SSB 
transceiver operating in AM by means of ALC. for example 40w without 
modulation and ALC reduces to 100w PEP, the maximum allowed by the power 
amplifier.
In broadcast this was done for power consumption saving, there is also 
another way which acts in the opposite way with various schemes called: 
DCS, ACC, DCC, DACM and possibly others.
