Hoodlum and scofflaws would not be limited to the hambands or restricted
from using digital modes to send encrypted traffic. With the retirement
of our Wullenwebber arrays and HF listening smart bad guys giving up
their satphones to use spectrum the NSA ignores as "too primitive."
