Could be feedline length but first, I'd make sure the bandswitch
position on 40 m. is working right. Might be one switch pole contact
for its 40 m. coil tap is open or dirty. in other words on 40 you are
only getting one of the two coil taps. Or maybe both are out. Also
check the coil taps themselves.
