Something that should resonate with some members of congress is the
currently trendy buzzword "government over-reach", here getting the feds
involved with the enforcement of "neighborhood associations" rules.

This whole thing should be thrown out and re-written along the lines of the
pre-watered down version that paralleled PRB-1.
