All,

Upon downloading and going through the entire Petition, it is very puzzling.

The petitioner is calling for "State of the Art Methodology/Communications", yet puts forth that computerized or electronic means of sending or receiving CW be replaced with "MANUAL CW".

When this is put into the proper perspective, this petition is self-contradictory!

The totality is essentially Swiss Cheese in its message/proposal.

I indeed will submit a Formal Comment!
