[AMRadio] Missouri ham petitions FCC to change sub-bands by mode (again)

FCC is taking comments on yet another sub-band/mode petition.  I am
not exactly sure what this one is trying to accomplish and hope
someone can explain it to me.  I find it kind of confusing, at least
what the ARRL news report says about it:
