The pilots at risk are Agpilots.  Crop dusters should as a rule familiarize themselves with the area they're operating in.   They have a lot of hazards besides antennas and guy wires.  

Honestly the real threat here isn't from the complaints from a crop duster, but from the disgruntled neighbor who thinks a 100' tower is kicking up his view.  Then it become a beurocrat appling his 'authority'. Which experience has shown they won't apply logic or common sense in the use of.
