P.s. I found the answer to my question.  No grandfathering.  Existing
towers have a year to become compliant if they fall into the
non-excluded class.

But, the other shoe has yet to drop.  What we have is a bill signed
into law.  FAA still has to develop regulations so a process has yet
to take place and hams and others have an opportunity to influence
what becomes FAA regulation.
