I've been hearing it here for more than a week.  Originally, it appeared on
3880, then moved to 3888. A couple of nights ago I heard it on both
frequencies.  No audio or other type of modulation, and the signal fades, so
I know it isn't local.  Could be something out of Europe. The amateur band
over there is only 3500-3800.
