[AMRadio] Vailant output

I don't remember the details but Pat WB9GKZ revealed a few years ago
that the Valiant plate meter shunt would be off and that was the cause
of low output.  I may be incorrect on the detail but I remember low
output and meter shunt problem.  Something to check.
