There's really nothing to prevent anyone from doing this right now. You can even use a paper log, straight key and paper dupe sheets. No rules preclude them. I'm not sure which contests accept paper logs, though, because computer logs have made the process of log checking so much more efficient.
Even in the days before memory keyers, the winning stations were those with the best antennas and equipment who could "run" for long periods and so rack up the greatest number of contacts. That part hasn't changed and will never change.
I know some "big gun" contesters and not one uses a computer to copy CW. All use computers to log, CQ, and send the exchange. All have a set of paddles right there in case they need to do anything extra. Every one of them is utterly scrupulous about power level and adhere to the 1.5 kW limit.
