Remember too that the goal for the family is usually to get rid of everything, possibly so the home can be sold.

If someone agrees to take "everything," that act alone saves the family money and time.

If it is a small estate or the buyer is cherry picking, then more money should cross hands.

It would be great if the widow/family could get what "it's worth," but many who buy estates buy them for resale. And they are entitled to a profit.

The alternative for the family would be to sell at hamfests or Ebay the items, which in some cases could take years.  Ebay: then there is the packing and shipping and the guarantees.

I was called in to one large estate to help them select an auctioneer. One of the family members said they could get more on Ebay, she was checking prices and she wanted to take on the task.  So I picked up an item and asked her to describe it. When she couldn't I asked her what was the name of the item and got the deer in the headlight stare.

The other family members settled on an auctioneer, and he did a great job promoting the sale and got good prices.  And it was over in a couple of months for the family, from selecting the auctioneer to everything gone in one final weekend.

So there is no hard-fast rule.

I have made it a policy over the years to keep a current list of my ham gear
(down to microphones) along with their estimated prices at the time. Copies
of this list are in my wife and daughter's hands so that if anything sudden
happens to me, or my wife and I at the same time, , they will at least have
some idea of what I have and what it's worth. I have seen too many instances
of a ham passing suddenly and his wife basically getting rid of his gear for
pennies on the dollar (sadly, most often to other hams). Bob K9ING

We bring a lot of this on ourselves because, well... We don't plan on dying.

Yet, we need to think about these things. Most of us have (or darn well
should have) a Will. We should also leave behind a pretty complete list of
the "stuff" we have and designate a friend (a real friend, not merely an
acquaintance or some Hammy Hambone) with knowledge about the gear and its
market to help sell it off.

We're all penny pinchers and cheapskates until we see the Good Stuff. 
But somebody needs to know where and how to most effectively market our Good
Stuff when we no longer need it.
