I think this accounts for most if not all of such instances. There are
always stories that so-and-so said was true because his neighbor had a
friend who knew someone who was there, but without actual documentation or
a first hand account, they're just stories. The notorious black paneled
R-390As supposedly custom painted for the NSA and other 'black' agencies
are a perfect example. A period photo is excellent proof, even if it
doesn't explain the details as to why.
