Jim,

You've pretty well hit the nail squarely on the head!

Changing the way that the Reply works, would reduce the traffic.

I belong to numerous lists.  I see the way different list 
owners/moderators handle the traffic, and what they allow or disallow.

As has been already noted, there are a few folks that blast across a 
wide number of lists, with the things that they sell.  It wouldn't be so 
bad, but they are using lists essentially use the hobby for a living.

I have long ago created filters that route their messages in a manner 
that suits me.
