It's a good question (re: power monitoring). Remotely, no amount of 
measurement equipment is going to indicate to anyone what power one is 
running without knowing what antenna gain is.  IF one is obnoxious enough 
to get on the FCC's radar screen to a degree serious enough for them to be 
physically in a neighborhood observing an antenna and taking measurements, 
then I suppose it's calculable.

If you have a station out of sight behind a locked gate, there's no 
practical way

That having been said I don't have gear capable of more than the allotted 
power levels (except for  the old Corvette) so it's an academic question 
rather than a practical one.

PS: How many of us tried to run more than 75W as a novice. Maybe 
even...shudder... NINETY watts :-)
