Kevin is right - it depends on the MOSFETs and the topology.

I have lots of solid state transmitters that operate up to 40 meters, and 
we are actually working on a 10 meter class E RF amplifier.

But, modifying a solid state transmitter designed for 1mHz and trying to 
make it work at 4mHz can be problematical, unless the initial design was 
created to actually work up there, which most aren't.

You would probably be better served by just building a transmitter that is 
designed for the purpose, and it's probably easier in the long run than 
modifying something that wasn't designed for the purpose.
