Any 1Kw Solid State BC rig can be run well below 375 watts. Am stations 
have different day and night powers. A full time 1KW station could 
easily have a 250 watt night power while a class D may be licensed to 
less than 10 watts at night.  OR the TX could legally be run ACC -6db 
with a 1 KW carrier. Some BC TXs have that feature built in.

A Nautel J1000 can be purchased for under $15K which is just slightly 
north of the cost of a tricked out contesting rig.
