Retuning the Apache to achieve the CORRECT drive to the amp will set the
entire final stage of the Apache W-A-Y out of kilter.
You'd end up rebuilding it.

An attenuator between the transmitter to load the transmitter down to
present about 20W to a legal limit amp is one way.
If you are insistent on getting a full legal limit station, talk to some
more folks. It REALLY is not an out of the box solution to get where
you have decided to go, considering where you are starting.
