If you do get it working Mark, I would do a HI-Pot test on it to make sure 
you still have vacuum and can withstand voltage ratings.

It is my belief that the shaft merely "pushes and pulls" the bellows in and 
out.
And yes, good idea on the patent diagram.

It looks like the Machlett vacuum variables are very similar in design.
And from what I can see, it seems that the brass collar is hanging up on 
something.
If I gently apply a twisting force to the brass collar I can see the bellows 
move slightly.
It is like it "wants" to move. Just something holding it back
