There's also the fact that the ham may have just upgraded and it
hasn't shown up yet in the callsign databases that are on line.

That's the nervous nellies at the ARRL wringing their hands over some
checkbook ham maybe putting out a "spectrally impure" signal. Hello
League, it's _Amateur_ radio. There is a learning curve. You only
progress if you screw up and get past it. This is part of the slide
towards potted boxes (no user servicable components inside),
communicator "hams," and a FCC rule prohibiting any modification.
Next will be a ban on BA rigs and homebrewing.
Meanwhile there are any number of slopbucket plastic radios driving
the new cheap solid state amps to new heights of grunge and I see
nothing in the way of a warning about them from the League. And a lot
of those operators (usually Generals on up) get hostile if you tell
them they are not putting out a clean signal.
