Well that plan is rather old isn't it, now if you want users/new users more usage
let's incorporate novice into Tech and give them full Frequency Privilege........

What are you looking at? For 10 meter phone operation, the band plan says
28.3 to 29.3 MHz. I would suspect the ARRL band plan was probably
reviewed in 2008 to correspond with the FCC band changes,
