Well... here's a Wiki on it.  Sounds pretty plausible.

Did dad not know he couldn't operate on the bottom 25kc's from 1951 to 
~1980'ish?  2 marriages, 2 kids with the 2nd, the AM/SSB wars of the 
late 50's/early 60's, the advent of 2m, etc, so forth...  yeah, it's 
possible he didn't know any more.
