What amazes me is one has to study HARD to memorize morse code and pass 13 wpm CW. Heck I have no interest in code. I have no interest in satellites either... but it wasn't that difficult to memorize a few satellite questions answers. If you memorized code, you can EASILY memorize the answers satellite stuff. 

 What they should do is set a box full of parts and a breadboard and have the testee build a colpitts oscillator (or other simple random radio circuit). If it meets the specifications, give him the ticket!!
