The entire FCC operation can be explained in the words I saw on a sign a 
friend had in his shop.

"There ain't no reason for it, it's just our policy"

But then again that explains a lot of things in life..................

(as quoted approximately from memory) that "the 'modern day' amateur has 
'means other  than accurate measurement' for determining transmitter power". 
Now, I wish  someone would explain that one to me.
