On modulation peaks the RF amplitude will double
and so the power at that time is FOUR times that
of the unmodulated carrier.

If that is not the case then you have what is called
downward modulation; the positive peaks are being
squashed.  Splatter is the common result.

We are both assuming sinusoidal modulation here.
