Thanks everyone. The way I understand the comments I should use the bare
wire for the green (ground) on the 20 amp, 220 VAC outlet I am wiring and
leave the white (neutral) disconnected and capped. Since the ground wire
from the main panel is connected to the ground buss on the sub panel I
should encounter no problems between anything wired to the main panel and
the new sub panel.
