Bernie, don't you know that your are infringing on "their" frequency. 
After all they have been there for years.  My suggestion.  If you are 
going to operate very near 3713 before they start, then move to 3.713 
and start with low power.  Then as they come on frequency, which causing 
trouble for you, turn up the power and stand your ground.

That is the confrontational way which I prefer because no one owns a 
frequency and they should not interfere.  But since so many people are 
into "compromise" then maybe you should be about 5 Kc away.  What ever 
you do, have fun.
