They could migrate so they short, they could open up from lose of lead 
contact, and they could change value from the migration.  Of course we are 
talking about silver micas and not paper caps which can be in the same type 
housing.

PS:  If a transmitter needs neutralization, the effect is greater on 10 
meters compared to 80 meters, but the effect will still be there on 80, just 
to a lessor degree.  When the transmitter is not neutralized, you will find 
the plate dip will affect the grid drive.  This effect is more pronounced on 
10 meters.  That is why most instructions tell you to do it on 10 as you can 
see your results of neutralization more pronounced.  Once it is neutralized 
on 10, it is also neutralized on the other bands as well.

OK, but then wouldn't that mean they would short rather than open?
