I find a lot of use for an ESR meter I built from a kit several years back, 
as it tests in circuit as well as out, but of course only shows ESR, not 
leakage, etc.  It has pointed me to many bad caps over the years that I 
wouldn't have found otherwise.  Google it, but I don't think the kit I 
bought is any longer offered.  It was under $50, so don't go for the "high 
dollar" ones, hi.
