The only good way to check for leakage is to apply the full rated test 
voltage or higher and use a very sensesitive method of measuring the leakage 
current, basically this means a megger.    an Ohm Meter is useless and caps 
on AVC dare not have any leakage.   If they loose on on end and show 
anything less that hundreds of Meg Ohms, out they go.   maybe a cathode or 
screen bypass could stay in, but it is just not worth fooling with.
