Below 28 MHz VK full licences just stipulate a maximum occupied bandwidth of 8 kHz. Use any mode you like provided you stay within 8k.
>From 28-29.7 MHz the maximum allowed bandwidth is 16 kHz. "Any emission mode with a necessary bandwidth no greater than 16 kHz"
For 6m & 2m "Any emission mode with a necessary bandwidth no greater than 100 kHz" - that would make for some mighty fine AM...
However our representative body WIA squeaks peevishly about the use of AM and suggests it be constrained to 160m & 10m if used at all. Fortunately you'll find AM on all our hf bands even 30m where VK has phone privileges.

Unlike the US license which just says PHONE, many countries specify the actual mode allowed eg A3A for AM, A3J for SSB suppressed carrier, etc
