No question that an SB-221 can be converted to an SB-220!
The ease is dependent on the year of the kit. The later the manufacture
date of the kit, the MORE difficult they made it to convert.
I know my SB-201 was from the mid '80s. It was harder to convert than
the "earlier" ones.
The FCC clamped down tighter and tighter as the time passed.
