It's digital SSTV Rob... it's actually very cool but they do not own
the frequency. Google "easypal" if you wanna know more.

That must be some new kind of data protocol or high speed thing because
the
SSTV of old was this chirpy stream of modulated tones with a sync chirp
every 8 seconds or so.
