For some reason known only to the powers that were, at the FCC when
the rule I am about to reference was made, when they first instituted
the 200 watt output for the Novice/Tech bands, that output applied to
anyone operating in those bands. This was *before the change that
allowed 10 meter phone operation by Novices and Technicians.
A few people were indeed busted for too much power in the Novice/Tech
CW bands.
When the 10 meter phone rule came about, the power restriction was not
applied to General and higher licenses. It was later also dropped for
the higher licenses on the other sub bands.
I remember that shortly after the Novice/Tech 10 meter phone privilege
kicked in, VYZ got tangled up with some net that was a project of
Gordon West on 28.305.
I know Gordon whined about him in World Radio, and I'm pretty sure
Bill was the victim of multiple O*** Observer notices because of it.
