General Advanced Extra can use CW, phone and image from 28.300 to 
29.700 Mhz
only novice and technicians are limited to SSB and CW ....

General and higher can use phone, including AM up to 1500W pep

Techs and Novices are limited to 200 watts on ALL HF bands, not just 10
meters.  HF, meaning anything below 30 Mcs.  "Phone" includes any 
"voice"
emission type, including A3E, unless otherwise stated in the rules, 
Part 97.
  I am pretty certain without looking at this moment, that it specifies 
tech
and novice operation on 10 meters (28.300 to 28.500) is 200 watts max,
"Phone" & CW.

It's early and I'm going off the top of my head on this, but I am pretty
certain these are the facts.
