Geoff Re:   28.300-28.500  AM   i believe that the SSB only restriction in this band segment is for Tech class license holders.  Not talking about any band plans Just Part 97. 
Will be worth doing some digging into Part 97 to see if things have changed.
 
As the guidelines were being formulated for the new Tech class,
 
There was talk about the ARRL not wanting Techs to be using converted CB rigs the feeling at the time was they were not able to do conversions and keep them on frequency meet specs etc. kinda missed the boat on that one. !  I would speculate that more than half of the stations in the Tech Sub Band are using Modified EXPORT CB rigs marketed as 10 meter radios on SSB today.

I also use that method. One must be careful not to be misled.  Due to the multi kilowatt stations some of the indicators can be a little skewed.At that power level these guys work a lot of scatter propagation.
I have seen many times that i have had 20-30 Db of  signals and Hetrodynes on the CB band and 10 SSB was barely open with 29MHz and up dead.
 
On the other side of the plate  No CB skip detected and i am working ZS6 on 28.550 or a VK/ZL

in fact, according to the bandplan, 28.3 to 28.5Mc is SSB only, and only 
200w.

Wonder how many of the SSB Sweepstakes stations honored the power limit?
