That is for Tech licenses. OK how about 28.510.
The band plan I have from ICOM web site says voice, cw and image.
IIRC, AM is still voice. 
Also the fcc sets the freq bands for CW, voice and 
data but the ARRL set the "band Plan" and that does 
not make them "LAW" as in rules and regs.
Actually I just checked the ARRL site for the Part 97 rules and 
they state 28.3 to 29.7 is for voice and image.

in fact, according to the bandplan, 28.3 to 28.5Mc is SSB only, and only 
200w.

Wonder how many of the SSB Sweepstakes stations honored the power limit?
