 Those fm transmitters are real low power for doing wireless stereo around your own property.  Maybe your neighbors could tune it in, but that is about it.

WHAT do FM amplifiers have to do with an AM GROUP ?

Do you have evidence that someone is modifying them and 
using them to transmit AM illegally too?
