[Code of Federal Regulations] [Title 47, Volume 5] [Revised as of
October 1, 2008] From the U.S. Government Printing Office via GPO Access
[CITE: 47CFR97.403] [Page 613] TITLE 47--TELECOMMUNICATION CHAPTER
I--FEDERAL COMMUNICATIONS COMMISSION (CONTINUED) PART 97_AMATEUR RADIO
SERVICE--Table of Contents Subpart E_Providing Emergency Communications
Sec. 97.403 Safety of life and protection of property. No provision of
these rules prevents the use by an amateur station of any means of
radiocommunication at its disposal to provide essential communication
needs in connection with the immediate safety of human life and
immediate protection of property when normal communication systems are
not available.
So if Human Life is not at stake, 97.5 does apply! So you were right in
turning OFF the repeater, and those who were transmitting in that drill
can and SHOULD be fined $10,000 Dollars for operation in the Amateur
band without a license, and you should SUE them for causing your
repeater to be used illegally by unauthorized persons.

There is no limitation to the fidelity of AM radio. From a mathematical standpoint, AM does better in frequency response than FM. - Leonard Kahn
