So if Human Life is not at stake, 97.5 does apply! So you were right in 
turning OFF the repeater, and those who were transmitting in that drill 
can and SHOULD be fined $10,000 Dollars for operation in the Amateur 
band without a license, and you should SUE them for causing your 
repeater to be used illegally by unauthorized persons.
