With controlled carrier modulation, the  peak power should be well beyond 4 
X the resting carrier power. The whole purpose of controlling the carrier is 
to allow the tubes (or other amplifying devices) to run more power on voice 
peaks while giving them some cooling off time between words and syllables.

If not taken to extremes, it can sound pretty good.  But excessive carrier 
control gives the signal a "pumping" sound that is very annoying, and wreaks 
havoc with the  receiver AGC.
