 The ART13 was designed to work into a 'short' antenna. I'd try the endfed long wire. Or, slope it upwards. 63 feet's a 1/4 wave on 80m.

"Do I need a counterpoise? I do not have a good grounding system.  "
 
  It will probably help; your counterpoise is the other end of the antenna, i.e. the airframe the transmitter was operated from. Endfeds are

The '13's tuning networks are not specifically designed for a 50 ohm load. I'd just use the transmiter as is ( with a ~60 wire attached to the gnd connector)and see what happens.
