Nah.. Some rigs, like my Kenwood TS-450SAT have both a carrier level 
control and a power level control.

I leave the power level control cranked wide open.  I adjust the carrier 
level to kick on the amplifier (4x 2SC2879) and the adjust the output of 
the amp (with the carrier control) to 1/4 of the amp's output.  Or, 
around 150w.  Signal reports from the mobile range from Very good to 
Excellent.  Looking forward to possibly easing the frequency down to 
3.705 ~ 3.725 a little later this winter and seeing if I could make it 
to the East Coast, while mobile.
